Well dip me and call me stinky! There it is! Using VWTool, select
Airbag, Adapation, put 01 in the Channel Number field, 001 in the New
Value field, and presto, "PF-Airbag Deact"! It can be reactivated by
putting 000 back in the Value. And indeed, when it's deactivated, the
Aribag light blinks about 5 times when the car is started.

So why didn't I find this ealier? The fact that an Adaptation Function
is available is *not* documented. The only officially documented
functions for the Airbag Controller are:

01 - Check Control Module Version
02 - Check DTC Memory
05 - Erase DTC Memory
06 - End output
07 - Code Control Module
08 - Read Measuring Value Block

Further, VWTool's default Channel Number 00 is not valid. Channel
Number 01 appears to be the only valid Channel and 000 or 001 appear to
be the only valid Values. I.e. there doesn't appear to be a means of
deactivating the driver's bag.

While I was at it, I went and fooled with the Teves 20 ABS/EDL
controller again. Either it does not support an adaptation function or
I have not found a valid Channel Number (no I didn't try all 100
possibilities).
