I'd get the fuel pressures checked.  There's a vacuum operated pressure
regulator that has been known to malfunction and cause rotten mileage.
I'm sure the ECU will compensate for incorrect fuel pressure (to a
degree) because of the Oxygen Sensor feedback loop, but it will then be
operating at strange points in the maps.

This may or may not be your problem but Abe Getchell during the
installation of a ND front motor mount discovered a broken vacuum hose
just off the fuel pressure regulator at the far right side of the fuel
rail.  He was getting roughly 16 mpg, with regular driving and managed
9 mpg when he beat it hard.  After fixing the broken vacuum hose he
developed more power and the fuel economy came back, now he's 19-21
like most every one.  Also his car stunk of gas while sitting at a stop
light or in his driveway, now the smell is gone.
