The "La Cucaracha" theme is generated by a relay. It's the only
relay on the relay panel with a "grille" on top of it.

To get at the relay panel, remove the panel between the driver's side
knee bar and the pedals (two screws). Undo the catch on the right
(passenger) side of the relay panel and pull the ear on its left side
  out of its bracket.

I would advise against pulling the relay, as I do not know what else
it does. It probably just generates the "seat belt not latched"
signal, but the Bentley schematic (for 95's) shows, at first glance
it being connected to the interior light delay switch, to the radio
(!), and to the ignition switch, so there may be more to it. I'm too
lazy to follow it through right now. Instead, just tape over the
relay's grille. You reduce or almost eliminate the tune.

For pic of the relay panel & the "La Cucaracha relay, see:

I took mine out (96) and all the things mentioned still work fine. I always
take them out of all my VW's.

I would also suggest not pulling the relay. I made that mistake and 4 times
I left my lights on.. I thought I would never do that either.. However, my
cunning whiz has this advice, "Put 2 or 3 layers of Electrical Tape over the
grill to deaden the noise". That way in the dead of night or early morning,
when your not in that "Too Cool for the Door Theme Mood", it will gladly let
you know of your mishaps..

Just my two cents worth..

My friend yanked mine out like 3 years ago on my '95.. as far as I can tell, it
didn't hurt anything else, though your results may vary :)
The car has a factory keyless entry unit installed as well..

BTW: It did freak me out once when I turned the dome light to the door-open-on
position! I didn't know it takes about 20 sec. to turn off, so I thought I had a
short somewhere!

I too have pulled this relay outof every VW I've owned that had one, (the last
3) and all of the transporters at work. Never had any ill effects.

I've got '95, and mine has been out for quite a while with no problems at
all. zero, zilch, nada.

I took it out completely... It didn't work for the headlights on sound
anyway (why I don't know) and so far nothing has ceased to function except
for that really annoying sound :-) Thanks for all the help!
