No, it can not.
I can tell you a couple quick things about HID lighting real quick here...
Halogen housings are made to project halogen light (55w or 85w high beams or whatever high beam
wattage is).
WHen you put a lamp in the housing which is putting out a shitload more light (ie:  HID at 3X's
the light output) you will increase glare.  Some assemblies are better than others and some bulbs
are better than others.
Here's the deal with H7 (MK4-looks and MK4 lamps):
Focal point of any bulb is important to it's beam pattern in a given lamp.
The MK4 lamps are designed for the H7 bulb (which has a pre-established focal point).  It is
designed with that focal point in mind.  Now, the D2S HID bulb is closest to H7 in focal point
(actually, almost identical).  So, with that said the MK4/MK4-look lamps are designed correctly
for HID (as far as focal point is concerned) which will help diminish some glare.
If you are to do an HID conversion these lamps are one of the best to do it with.  You WILL have
glare tho.  I did it and had some glare but livable as long as you aim them down and get eyelids.
Now, I also did the conversion with Hella Dual Rounds (H1) and found that the steller cutoff on
those projectors worked well for HID retrofits WITH ONE EXCEPTION:  Right side cutoff on these
halogen projectors was designed to see the shoulder of the road.  When you pass someone on the
left side this right side cutoff is high and with HID can blind people as you pass them.
Problem.
That's why I went with my BMW Xenon E46 projector conversion.  Problems solved.
So, halogen optics are not meant for HID!  That's why they design the two differently.
That's why you see HID in (primarily) projector housings.  I actually saw a new mercedes the other
day (that usually uses reflectors for their HID's) but it had sweet projectors.  They are moving
to projectors now.  It's just a matter of time before the acura's go that route too.
Just my 2cents.  I've been hanging in the lighting forum way too long.

So, I currently see two options for lighting on my car:

1) Upgrade to brighter, say, Philips (superwhite?) bulbs.  Can't remember the exact brand/type.
2) Spend the coin ($1k) for the real deal.  Where's Santa when you need him?

Higher wattage bulbs will cause some additional glare as well.
But if you go that route, make sure you wire it up with heavy gauge wire and relays/fuses so as
not to cause harm to your electrical system.
I'd spend the coin on the real deal for your car, dude.
Those Euro OEM HID's are sweet!!!

Well, I've got Hella projectors for the low beams in my
Pzwo dual rounds, so an H1 HID conversion will pop right in
without a problem, and the very sharp cutoff may become slightly 
blurred, but it'll still be better than any DOT reflector housing.

If you've got Mk4 look-alikes, or Hella dual rounds, or Pzwo dual
rounds already, then the conversion is a no brainer.
If you've got something else, then there may be issues.

BTW, as for the E-code projector housings that splash
some light and to the right.   That light comes through a separate
opening in the housing.  If it's a real concern (Nate seems
to be the only one who's ever worried about it), then that opening
can simply be covered up.  I guess I'll find out.  By no
means is it an unsolvable problem.   I agree that OEM HIDs will
be best, but I don't think they necessary to address *this* 
particular concern, thus making Hella projectors plus H1 HID
kit a perfectly acceptible HID solution.

For the E-Codes, you are right Ian.
For the halogen dual rounds it is built into the projector itself.
If you have a projector from hella dual rounds available you will notice on the inside
the right hand cutoff is part of the overall beam pattern and cannot be changed.
For E-Codes tho, you are correct.  
So there is a difference here.
For example:  I think with Jetta E-Codes with the H4 lamp it comes out of a separate opening.
But HDR's it's coming out of the one projector.
I'm looking at my stock HDR projectors now...You could manipulate it if you were careful by
playing around with the reflector behind the projector lens but you'd have to be careful.
The reason that I seem to be the only one who worries about this beam is b/c I have gotten
flashed, fingered (middle finger-not fingered!  Heh), and yelled at after or while I'm passing
someone on the left.
But unless you've done the conversion on hella dual rounds and have seen it for yourself, you
don't know what it's like.  Trust me.
E-Codes are different.
