H4 bulbs are highs and lows in one, kinda like the 9004, I think. I think a lot
of Euro-spec lights are H4. Not sure about conversions, tho. Does the Jetta use
a H4?

I believe the 9006 are like the 9004 in that they have both high and low
filaments in one bulb whereas the H4 and H2 bulbs are low and high beams
separately.

To convert to the H4 bulbs you will have to cut off the stock bulb plugs and
replace them with H4 plugs.  You may also have to change the headlight unit
itself as the H4 bulb has no weather proofing built into it like the 9004/9006.

To be the most cost effective you may wish to consider a dual round headlight
conversion.  Most of the kits use the H4 bulbs.
