Been there,done that.  Art store glue usually doesn't work for more
that a couple of weeks.

To permanently fix the headliner, go to your local auto body paint
store and get 3M 8088 spray adhesive- it comes out in a spiderweb
pattern.

Remove the headliner and fabric from the car.
Clean off (stiff brush) the cardboard liner and the fabric.
Spray the headliner and the fabric, one section at at time.
Press, roll the fabric back on the headliner.
Put the headline back in the car.

If you can take it off w/o tearing anything, do so and then use the 3M spray
adhesive on both the headliner and the support.  If done right, it will hold
well.  You have to let it become tacky before you put the two together.
