Hey Andy,
The Autocontrol belt comes with an electronic retractor reel, meaning that
the belt is scrolled up similar to the factory belts.  The reel is
electronically controlled, allowing movement (pretty generous, too, enough to
lean all the way across the interior of the car) when it is receiving 12V.
 There is a level sensing switch in line with the power supply, and it cuts
the 12V and locks the reel under heavy braking or side loading.  You can also
add a toggle switch in line, permitting you to lock the belts at whim, such
as for autocross, track driving, or an aggressive street race.  Once the belt
is locked, it behaves the same as a standard 4 or 5 point belt.  You can
cinch it down very tightly.
The Autocontrol feature increases the belt price by about $100 when switches
and tailstrap adaptors are included.  I think it's well worth the price,
since you will be more inclined to actually use the belt.  As stated, my
passenger side belt does not have the reel, and my girlfriend doesn't like to
wear it (restricts her radio changing abilities!).
The only downside to the Autocontrol is the bulky box (about 3x3x2") that
sits on the back seat.  A bit of a pain in the rear for back seat passengers.
